Chief of Police - Robert (RV) Watts

CHIEF ROBERT (RV) WATTS IS A GRADUATE OF CROSS KEYS HIGH SCHOOL IN ATLANTA, GEORGIA.

UPON GRADUATION, HE SERVED FOUR YEARS IN THE UNITED STATES MARINE CORPS EARNING THE RANK OF SERGEANT. HE SERVED WITH THE 24TH MARINE EXPEDITIONARY UNIT SERVING OPERATIONS IN SOMALIA, CUBA, AND JAPAN.

UPON LEAVING THE MILITARY, HE BEGAN HIS 22-YEAR CAREER IN LAW ENFORCEMENT.

RV BEGAN HIS CAREER AT MONROE POLICE DEPARTMENT IN OCTOBER OF 2002.

THROUGHOUT HIS WORK, AT THE MONROE POLICE DEPARTMENT HE HAS SERVED IN EVERY CAPACITY INCLUDING K-9, UNIFORM PATROL, CRIMINAL INVESTIGATIONS, SWAT, ADMINISTRATION, AND COMMAND STAFF. HE SERVED OVER DAILY OPERATIONS AS ASSISTANT CHIEF FROM 2013 THROUGH 2018.

THE MONROE CITY COUNCIL APPOINTED HIM CHIEF OF POLICE EFFECTIVE JANUARY 1, 2019. RV ALSO HOLDS A BACHELOR OF ARTS DEGREE IN CRIMINAL JUSTICE FROM THOMAS UNIVERSITY AND HAS COMPLETED OVER 2,500 HOURS OF LAW ENFORCEMENT TRAINING INCLUDING FBI LEEDS ACADEMY AND COLUMBUS STATE UNIVERSITY COMMAND COLLEGE.

CHIEF WATTS IS A 2013 GRADUATE OF LEADERSHIP WALTON AND ACTIVELY SERVES ON THE BOARD FOR THE WALTON COUNTY BOYS AND GIRLS CLUB. HE ALSO SERVES AS A DEACON AND TEACHES SUNDAY SCHOOL AT GRACE BAPTIST CHURCH IN MONROE, GEORGIA.

OPERATIONS COMMANDER-MAJOR MATT MCCLUNG

The Operations Commander assists the Chief of Police in directing and overseeing the operations of the Monroe Police Department, which includes Administrative Services, Uniform Patrol, and the Criminal Investigation Divisions.

Major Matt McClung started his law enforcement career in 1999 with the Clayton County Sheriff’s Office after serving in the United States Marine Corps. He served his country from 1994 – 1998 as an infantryman.

While pursuing his career in law enforcement, McClung relocated and started with the Monroe Police Department in 2002 as a street officer while maintaining his commitment to the United States Military,

serving in the National Guard from 1998 – 2002. In 2002, McClung’s leadership led to his promotion to Sergeant on patrol. In 2007, McClung joined the United States Army and served additional years as an infantryman before returning to the Monroe Police Department in 2010.

McClung’s desperation to further increase law enforcement training and knowledge guided him to become the department training manager and SWAT commander. He quickly moved back in the ranks before earning the position of Lieutenant over training. Major McClung is a certified P.O.S.T. instructor with other advanced specialized certifications and holds a Bachelor of Science degree in Criminal Justice through the University of Phoenix.

In 2019, Chief R.V. Watts promoted McClung to Captain for the Uniform Patrol Division. In 2022, Chief R.V. Watts appointed McClung to Major, assisting him in directing and overseeing the operations of the Monroe Police Department.

The administrative section of the Monroe Police Department is the main point of public contact for information and clerical services. The Administrative Service section is currently staffed by two civilian employees and is open for business from 8 am until 4:30 pm, Monday through Friday.

RECORDS SECTION

The records unit handles all reports generated by the Monroe Police Department and assists the public by providing copies, such as incidents,  accidents, and open records. In addition, this unit is responsible for vehicle impound releases.

MOTOR VEHICLE ACCIDENTS

The Monroe Police Department charges no fee for parties involved in a motor vehicle accident; however, the public may also retrieve a copy online through LexisNexis BuyCrash https://buycrash.lexisnexisrisk.com/

STATE CERTIFICATION

The Monroe Police Department Administrative Services Division is also responsible for State Certification through the Georgia Association of Chiefs of Police. The certification process is a rigorous review of law enforcement policies and procedures used, and they must meet or exceed numerous standards to become a state-certified agency. 

On Sunday, January 15, 2023, the Monroe Police Department met the necessary standards to become a state-certified agency, which is reviewed every three years. 

SPECIAL OPERATIONS UNIT

The Monroe Police Department Special Operations Unit is commanded by Lieutenant Anthony Harris (aharris@monroega.gov) and falls under the Administrative Services Division.

The Special Operations Division is comprised of several constituent units.

The Patrol Division operates on 12-hour shifts, with a Sergeant or Lieutenant in charge of each shift,
and several officers working with them.

Offenses are separated as crimes against persons and crimes against property,

then resources are allocated by the severity of the criminal act (felony or misdemeanor) and futher catagorized by the presence or absence of witnesses or physical evidence used to complete an investigation of the incident.

The Criminal Investigations Division is comprised of several constituent units.

· Crime Scene Investigations (CSI)

· Property and Evidence

· Forensic Evidence Lab

· Computer and Cell Phone Forensic

· Drone Unit

CSI personnel are highly trained in the collection of evidence and forensic examination. The unit utilizes specialized equipment to identify, develop, secure, and package physical evidence needed for scientific evaluation and comparison.

The Property and Evidence Unit is responsible for receiving, organizing, and maintaining all property and evidence turned in by law enforcement personnel.

TRAINING

The Monroe Police Department training staff consists of seven sworn law enforcement officers. These officers are responsible for providing high-quality training to the men and women of our agency. Monroe Police Officers do not train to meet the standard; they train to exceed the standards. Chief of Police - Robert (RV) Watts

Chief Robert (RV) Watts is a Cross Keys High School graduate in Atlanta, Georgia. Upon graduation, he served four years in the United States Marine Corps, earning the rank of Sergeant. He served with the 24th Marine expeditionary Unit serving operations in Somalia, Cuba, and Japan. Upon leaving the military, he began his 22-year career in law enforcement. RV began his career at Monroe Police Department in October 2002. Throughout his work at the Monroe Police Department, he has served in every capacity, including K-9, uniform patrol, criminal investigations, SWAT, administration, and command staff. He served over Daily Operations as Assistant Chief from 2013 through 2018. The Monroe City Council appointed him Chief of Police effective January 1, 2019. RV also holds a Bachelor of Arts in Criminal Justice from Thomas University and has completed over 2,500 hours of law enforcement training, including FBI Leeds Academy and Columbus State University Command College. Chief Watts is a 2013 graduate of Leadership Walton and actively serves on the Board of the Walton County Boys and Girls Club. He also serves as a Deacon and teaches Sunday school at 1025 Church in Monroe, Georgia.

ADMINISTRATION SERVICES DIVISION COMMANDER CAPTAIN BRENT DAVIS

Captain Brent Davis began his career as a Police Officer with the Monroe Police Department in October 2013. Before his employment with the City of Monroe, Captain Davis started his law enforcement career with the Winder Police Department in 2005. During his career with the Monroe Police Department, he has worked in Uniform Patrol, Criminal Investigations, and as an operator on S.W.A.T. In 2015, former Chief Glass promoted him to Patrol Sergeant. This same year, Captain Davis attended and earned his bragging rights by completing Georgia State Patrol’s intensive S.W.A.T. school. He also obtained his general instructor certification through the Georgia Peace Officers and Standards Training Council. In 2017, Chief Watts appointed him as Patrol Lieutenant. In 2019, he assumed command of the Criminal Investigations Division before being appointed the Administrative Service Captain in 2022 and S.W.A.T. Commander. He has a Bachelor of Science degree in Criminal Justice Administration and will soon attend Command College through Columbus State University, seeking to obtain his Master’s degree.

UNIFORM PATROL DIVISION COMMANDER – CAPTAIN TRACY HANSON

Captain Hanson was born and raised in Monroe, and is a graduate of Monroe Area High School. She began her career in law enforcement, with the Monroe Police Department, in 2004. Throughout her career, she has served in numerous capacities, to include assignments in uniform patrol, K9, criminal investigations, administration and narcotics; she also served as a Task Force Officer assigned to DEA-Atlanta. Captain Hanson holds a bachelor’s degree in Criminal Justice from Troy University, and is a graduate of Columbus State University’s Command College, where she earned a master’s degree in Public Safety Administration. She is a graduate of the 285 th session of the FBI National Academy. Captain Hanson actively serves on the board for the Walton County Boys and Girls Club.

CRIMINAL INVISTIGATION DIVISION COMMANDER -
CAPTAIN JOHN PILGRIM

1994 Graduate of Rockdale County High school Served as an infantry Rifleman with 1st BTN 1st Mar at Camp Pendleton, CA. Employed with the Rockdale County Sheriff’s Office from 1997-2005 Worked as a jailer, Uniform Patrol, Special Operations, and SWAT Began his career with the City of Monroe Police Department in 2006 At Monroe Police Department he worked as a patrol officer, detective, SWAT, Corporal assigned to the HEAT unit, Sergeant, and Lieutenant in Uniform Patrol. He has worked as the Administration Division Commander and is currently assigned as the CID Commander. He is a 2020 graduate of Faulkner University with a Bachelor’s Degree in Criminal Justice, he currently holds the following certifications from GA POST: Basic, Intermediate, Advanced, Supervision, and Management. He is currently enrolled in the Master’s Program at Columbus State University.
